An honest comparison of Confluence glossary, page approval, and controlled terminology evidence workflows. We make Compliance Glossary, so this page separates the jobs clearly: definition discovery, highlighting, page sign-off, document workflow, and term-level evidence.
Different tools for different needs:
| Job | Strong fit | What they do well | What they do not cover | Honest answer for Compliance Glossary |
|---|---|---|---|---|
| Page Approval | ||||
| Native page-level sign-off | Atlassian native approvals | Formal sign-off, approval history, required approvers, and space-level settings on Premium and Enterprise. | Does not create governed definition records, scan pages for terminology drift, or export term-level evidence. | Not a replacement. Use native approvals for the page; use Compliance Glossary for the terms inside the page. |
| Custom page approval workflows | ApprovalFlow / page approval apps | Version-aware page workflows, approval queues, stale approval states, dashboards, APIs, and page audit trails. | Document/page control, not controlled vocabulary governance. | Complementary. They approve documents; we govern terminology evidence. |
| Glossary Discovery | ||||
| General glossary, highlighting, rich definitions | Smart Terms | Strong highlighting, Confluence and Jira visibility, enriched media, related vocabulary, search, and 24+ language glossaries. | Public listing focuses on discovery and glossary management, not term approval evidence, scanner findings, or requirements mapping. | We are not better for highlighting or multilingual glossary UX. We are better when the regulated evidence record matters. |
| Multilingual glossary, macros, CSV/JSON import-export | VECTORS Glossary | Glossary dashboard, translations, highlighting, Term List and Term Card macros, metadata, CSV/JSON import, and CSV export. | Public listing does not position it around four-eyes approval, page-scan findings, requirements mapping, or finding resolution. | We are not better for broad glossary publishing. We are better for controlled terminology evidence. |
| Simple legacy Server glossary | Keysight Glossary | Open-source Server app with a glossary space blueprint and definition pop-up pattern. | Server-only listing; Atlassian Marketplace says Server apps are no longer offered for sale or support. | For Confluence Cloud teams that need controlled terminology evidence, Compliance Glossary is the current fit. |
| Term-Level Evidence | ||||
| Controlled definition lifecycle | Compliance Glossary | Draft, review, approved, deprecated lifecycle; four-eyes approval; mandatory change reasons; version history. | Does not replace legal advice, page approval, QMS, GRC, CLM, or rich glossary highlighting. | This is where we are strongest. |
| Find terminology drift before or after page approval | Compliance Glossary | Scans Confluence pages for deprecated terms, unapproved terminology, synonym findings, context, and resolution actions. | Scanner is exact-term governance, not semantic legal interpretation. | This is the clearest gap generic glossaries and page approvals leave open. |
| Map terms to controls or regulatory clauses | Compliance Glossary | Requirements Mapper connects terms to regulation/control catalogs and shows approved, pending, and missing terms. | It is a terminology readiness view, not a full GRC control-testing system. | Better for teams that need evidence before governance review starts. |
| Export term-level evidence | Compliance Glossary | CSV export includes definition records, version history, and approval chain for audit evidence packages. | CSV evidence export is narrower than a full audit-management report. | Better when the audit question is about controlled language, not the whole document workflow. |
| Your Need | Strongest Choice | Why |
|---|---|---|
| Approve a Confluence page | Atlassian native approvals | Native page-level review and sign-off on Premium and Enterprise. |
| Run custom page/document approval workflows | ApprovalFlow or approval workflow apps | Multi-step page workflows, queues, recertification, analytics, and document-level audit trail. |
| General terminology management | Smart Terms | Strong highlighting, multilingual glossary work, rich media, Confluence/Jira visibility. |
| Glossary publishing with translations and macros | VECTORS Glossary | Glossary dashboard, translations, highlighting, Term List and Term Card macros, CSV/JSON import. |
| Legacy Server glossary reference | Keysight Glossary | Simple open-source glossary blueprint, but not a current Cloud compliance workflow. |
| Regulated terminology evidence | Compliance Glossary | Controlled definitions, four-eyes approval, version history, requirements mapping, scanner findings, and CSV evidence export. |
| SOC 2, AI Act, DORA, NIS2, FDA, or QMS terminology review | Compliance Glossary | Pre-built term packs, approval evidence, scanner findings, and control mapping where the audit question is about language consistency. |
Native Confluence approvals are relevant, and the fair answer is that they should own the page-level job where they are available. Atlassian documents approvals as formal sign-off on Confluence pages with approval history, required approvers, and space-level settings for Premium and Enterprise plans.
That makes native approvals a strong baseline for page review. They are enough when the evidence question is limited to page sign-off. They are not enough when reviewers also need controlled definition records, terminology scans, requirements mapping, finding resolution, or term-level evidence export.
So no: native approvals are not a reason to hide from the comparison. They clarify the boundary. Page approvals answer the document sign-off question. Compliance Glossary answers the controlled-language evidence question.
Evaluate Compliance Glossary on a Confluence Cloud test or developer site if your pages contain terms that must be approved, current, scanned, mapped to requirements, and exportable as evidence. See current pricing and plan details on Marketplace.
